The situation
ANA Chubu Airport handles ground operations at Chubu Centrair International Airport. In the baggage sorting area, bags are sorted by destination and loaded — and a misload there goes straight to operational quality.
What we built
We tested a setup that analyses IP camera footage to prevent misloading in the sorting area and raises an alert when one occurs.
Alongside judging the loading itself, the system detects and tracks the ID on each worker’s helmet. That makes it possible to establish which bag was loaded where, by whom, from the footage alone.

These are resolution rates within the test, not a reduction in misloads in live operation. What the site actually gains depends on the procedure that follows an alert.

About this project
This work ran as a co-creation project under the Aichi Digital Island Project “TECH MEETS”, organised by Aichi Prefecture. We proposed against a needs theme put forward by ANA Chubu Airport and were selected as the technology partner. Design, delivery and reporting were done with the prefecture and its programme operator alongside us.
FAQ
Does 97.0% mean 97% of misloads are prevented?
No. It is the rate at which loading judgment resolved during the test. It is not a reduction in misloads. What actually gets prevented depends on what the team does after an alert, which this figure cannot tell you.
What happens in the remaining 3%?
Those are cases the system did not resolve. For this kind of system, the engineering question is whether it can notice that it did not resolve and hand the case to a person. Reporting a read it did not actually make is more dangerous than not reading it.
Can we use our existing cameras?
It depends on placement, field of view and lighting. This test analysed IP camera footage, but the same setup will not necessarily hold at a different airport or a different site. Checking the capture conditions on site is the first piece of work.
Does the footage leave our network?
Where the data sits is decided per project. For footage that cannot leave, we design a closed setup. We also provide [FramePin](/en/frame-pin/), self-hosted video annotation, for teams that need to handle footage inside their own infrastructure.
